The article states that this feature will go live in March 2012, making it possible that this will be announced at the Nintendo Direct conference later. The first game to make use of this new feature will be the recently announced Fire Emblem 3DS. Third-parties will follow suit over the summer of 2012.
Users will be able to buy this DLC via credit-card or pre-paid cards.
The article also confirmed that the same will be available for the Wii U, later on in 2012 when it launches.
